Undisclosed Indian government entities
June 12, 2026
•[ espionage, phishing, malware ]
Between June 12 and June 22, 2026, Acronis observed active beaconing from multiple systems compromised by Mustang Panda within Indian government entities, including devices associated with senior administrative personnel. Spear-phishing archives induced users to execute signed Windows applications that sideloaded malicious DLLs and installed SHARDLOADER, MINIRECON, or ZOHOMURK on the endpoints. The malware established persistence, remote command execution, command-and-control, and data-transfer channels through attacker-controlled infrastructure and Zoho WorkDrive. Acronis attributed the campaign to Mustang Panda with high confidence based on tradecraft, malware-code, infrastructure, and development-artifact overlaps and assisted CERT-In with victim notification and remediation. Public reporting associates Mustang Panda with China's Ministry of State Security, although no subordinate bureau, contractor, or operational unit was identified. The operation supported intelligence collection concerning Indian hydropower initiatives and defense cooperation with Taiwan. No operational disruption was reported.

Because no intrusion date was reported, the publication date is used as the event date.

Authorities blocked access after the first alert, but the actor regained access and sent additional messages. The platform was taken offline at 01:30 on 2026-06-20, and the Federal Police opened an investigation. The handle mizanthropiaz was associated with a public claim of responsibility, but the government did not confirm the attribution or identify the access method.

A malicious cyberattack disrupted University City's network connections and prevented access to municipal systems and online services. Staff used telephone, in-person, and other manual processes while systems were rebuilt and restored. The city reported full restoration on August 6, 2026 and said its investigation found no evidence that personal information was accessed, removed, or compromised. The attack method, actor, and motive were not disclosed.
JSC Ukrposhta
June 25, 2026
•[ hack, leak, government ]
An overnight hostile attack on Ukrposhta's IT systems caused temporary malfunctions in its mobile application on 25 June. Ukrposhta began restoration work and did not report disruption to postal branches or other operations. The pro-Russian IT Army of Russia claimed responsibility and alleged that it had accessed one server several weeks earlier and stolen a user database and internal data, but neither Ukrposhta nor Recorded Future News verified that exfiltration claim. At least one undisclosed Taiwan government agency
July 1, 2026
•[ espionage, government, energy ]
From July 1 to July 4, 2026, attackers used an AI-agent framework to map 21 connected Taiwanese government systems, compromise 85 employee accounts, and extract at least 2,564 personnel-related records across the campaign. The operation also obtained SSO client secrets, database credentials, and internal network information and later scanned government IT vendors, a nuclear safety agency, a government email system, and energy companies. Simplified Chinese operator material and the targeting pattern support state-sponsored intelligence collection, but no named group or actor country has been publicly verified.
elTOQUE (Mas Voces Foundation, Inc.)
July 2, 2026
•[ ddos, government, technology ]
From July 2 through July 8, 2026, elTOQUE received approximately 1.09 billion malicious automated requests intended to overwhelm eltoque.com and prevent access to its reporting. The campaign focused principally on the homepage, which hosts the outlet's widely used informal Cuban exchange-rate tracker. Protective systems stopped approximately 96% of the traffic before it reached the origin server, and the website remained online, although emergency mitigation rules temporarily delayed or impeded access for some legitimate users, particularly in Cuba. About 2,400 accompanying attempts to exploit website vulnerabilities were unsuccessful. Traffic came through rented data-center and cloud infrastructure in several countries and does not establish attribution. Given the sustained Cuban government pressure against elTOQUE, the politically sensitive target, and the pattern of earlier attacks, the actor country is coded Cuba as a low-confidence contextual assessment; the perpetrator and actor type remain undetermined.

Municipal services were slowed or degraded, the telephone system was affected, and three online procedures reverted to paper. The city said personal-data leakage was probable but did not confirm its extent. Qilin later claimed responsibility and on August 2 listed 210 GB comprising 241,705 files as published, but the city did not confirm the attribution or data theft and the claim was not independently verified.
